Themis Energy Networks is an owner and operator of district and communal heating. We buy existing networks, invest to bring them up to modern standards and into line with regulation, and grow them at speed. Our mission is to make the best heat networks in the UK, that work for customers, at the lowest possible cost.

What we do

Raise the standard, drive down the cost

Many heat networks in Britain were built by organisations whose main business is not building and running heat networks. We are set up to design, invest, build and operate them for the long term.

    We acquire operational district and communal heating networks from current owners where heat networks are not their core business.

    Upgrade

    We invest in plant, pipework, controls and metering so each network runs efficiently and reliably.

    Comply

    We bring each network into line with Ofgem regulation and the technical standards that follow, and keep it there.

    Grow

    We connect more buildings nearby, so fixed costs are shared across more customers.

Thinking of selling a heat network?

Since January 2026 heat networks in Great Britain have been regulated by Ofgem, and mandatory technical standards are due to follow. For many owners that means new duties, new costs and investment they had not planned for.

Capital

Money to buy, and money to improve

Buying a network is only the start. All existing networks need investment: capital to expand, install new plant, better insulation, modern metering and billing, and work to meet regulation.

Themis is set up to fund both. We bring capital for the purchase and for the investment the network needs post-sale, and we are expert at running and growing heat networks (it’s why we’re here!).

The engineering differs between the two. The job is the same: reliable heat at the lowest price.
We look at both.

District heating

Buried pipes carry heat from one or more energy centres to many buildings: homes, offices, schools and hospitals across a neighbourhood or a town centre.

Communal heating

One building or estate with a shared plant room. Risers and laterals take heat to a heat interface unit in every flat.

The lowest cost of heat for customers

The number we care about most is what customers pay for their heat. Every investment decision starts there.

  • Cut the heat lost from pipes and plant rooms
  • Run plant efficiently, with modern controls and lower temperatures
  • Meter accurately and bill clearly
  • Add connections, so each customer carries less of the fixed cost

Decarbonisation on a realistic timetable

We believe in decarbonising heat networks, and our plans run to 2050. We will move each network to low-carbon heat as customers wish to buy low-carbon heat (for example new-build) or as regulation requires. We believe economics will move our heat networks to low-carbon well before 2050.
